TELSCOPE offers new functions in version 1.20
This User Manual will be updated in the next release.
Below is a short introduction to the new functions.
1. Software preview of Oil Record Book, Part II
TELSCOPE is introducting a software preview of Oil Record Book, Part II. Please note that the approval process by flag states is still in progress. All generated reports will be clearly marked accordingly.
All users can access Oil Record Book, Part II via the main menu under MARPOL → Oil RB II.
The user interface follows the same principles as the rest of TELSCOPE, offering familiarity to users of Oil Record Book, Part I. Users transitioning from paper-based logbooks will also find all entries conveniently listed in the menu. TELSCOPE will rigorously validate all user inputs to ensure compliance with the requirements.
To start using the Oil RB II, users must first add tanks of type "OIL CARGO" under Settings → Tanks.
2. Software preview of Cargo Record Book
TELSCOPE now provides a first version of the Cargo Record Book. Find it in the main menu under MARPOL → Cargo.
The user interface is designed along the same lines as the rest of TELSCOPE, benefiting both existing users and those migrating from paper logbooks.
To start using the Cargo RB, users must first add tanks of type "CHEM CARGO" under Settings → Tanks.
3. Ballast Water Record Book Update
The Ballast Water Record Book has been updated to align with Marine Advisory 01/2023 from LISCR, titled "Guidance for Recording Entries in the Ballast Water Record Book." The user interface remains mostly unchanged, but the content of records in the BWRB has been adjusted and enhanced, particularly when recording ballast water exchange operations.
4. Improved Ballasting Operations
To comply with the above mentioned guidance document, a new menu item "Ballasting from shore" has been introduced. TELSCOPE now distinguishes between ballast water uptake from the sea (also when in port) and receiving ballast water from a shore facility
The latter is recorded as a "3.4 Discharge to reception facility" (even if the title of this entry is misleading, this entry also includes uptake of ballast water).
5. Enhanced Oil Record Book, part I (ORB I)
The previous release added the possibility of recording discharges/deliveries from tanks. To adhere to specific port state requirements, such operations are now recorded in the Oil Record Book, Part I (if the discharge is from a fuel tank) as an "I - additional procedures" entry. You can also register these operations from the "MSO - Oil I" module in TelScope.
6. Revamped Dashboard User Interface
The bridge dashboard has received numerous layout enhancements, with particular improvements to the "Voyage" card and the "Quick settings" cards for clarity and a better user experience.
7. Support for Anti-Heeling Tanks
You can now add Anti-Heeling tanks under Settings → Tanks.
Anti-Heeling tanks are not considered part of the ballast water system, and hence operations are not recorded in the BW record book.
View and record the volume of these tanks under Engine → Tank overview, including loading and discharge operations, which are listed under "Readings" in the Tank overview.
